Very nice analysis. Could you explain or give a link about the 3-3-(3-)standard of the US navy ?
Unfortunately, I don't know the proper terms or methods required to find the English version.

The only reference sources that I could find are on Baidu, and those are mostly doing brief descriptions only:

The video is a collection of memoirs/comments/recounts from Russian naval historians, experts and/or (ex- or current) Russian navy officers regarding China's carrier-based aviation development.

Based on the content, I believe that the memoirs/comments/recounts were made quite recently i.e. sometime before the launch of CV-18 Fujian.

To quote from 03:15 to 03:46 of the video:
.... It doesn't matter for a moment whether the maintenance standards of our Chinese partners is (following that) of the Western model, but the formation and usage of their future carriers is certainly modelled on the American model.
China today, of course, has enough confidence (to do so).
In the future, China's aircraft carriers will inevitably be (following) the "3-3-system", that is: one on patrol duty, one for training, and one for maintenance and readiness. Therefore, Russian naval development strategy experts have long predicted that China will have no fewer than 9 aircraft carriers in the future.
Whereas now, we in Russia are left with constantly squeezing our only aircraft carrier (Admiral Kuznetsov). So how can she (Admiral Kuznetsov) be maintained any better than her sister ship, the (ex-)Varyag (i.e. Liaoning)? ...

Chinese Premier Li Qiang met with Vietnamese PM Phạm Minh Chính in Beijing on the 26th. From the article it looks Li is still trying to get Vietnam to sign the SCS code of conduct, while the Vietnamese reiterated some nice words but didn't seem too interested.

From the recent activities by the Chines dredgers, it seems like China needs to use more stick to get Vietnam to sign the SCS code of conduct.

From the recent activities by the Chines dredgers, it seems like China needs to use more stick to get Vietnam to sign the SCS code of conduct.
Vietnamese want to still try and balance between China and others even though they must understand that their political survival depends on China. Without China, how long can CPV survive?

Or it could be due to domestic political pressure, that signing an agreement is seen as unfeasible. They should then understand that they need to create the conditions domestically rather than use it as an excuse.

CPV is betting that China doesn't want a pro-US communist-in-name state directly south of them, so CPV has leverage in negotiations with China.

If they go against China, and the mobs start storming the government in Hanoi, who will help them?

1980s and 1990s China suffered lots of crises after all, Vietnam isn't done with their crises.

And as soon as the tweet has been published, Pro-US media is all over the issue, along with condemnations from US leaning politicians and commentators. The pattern is becoming clear, when talk about the SCS subsides, here comes another provocative tweet from the US to stir up tensions.

It's called "MANUFACTURING CONSENT" and the Filipinos being so American loving sycophantic people readily buys into the hype without question further fueling the problem and them into the American bossom.
