Could this have had something to do with the recent certification of a new HQ SAM?

Turkey as a strong NATO member has again failed to to protect it's own skies against intruders and ballistic missiles. NATO has protected Turkey three times with Anti-Air and ABM since 1991, and not once did the Turks give the acquisition of advanced SAM systems a high priority.
Now they decided to design and build their own long-range SAM, which will take a long time to come to fruition.
Unfortunately, this whimsical way of putting up a tender is characteristic for the Turks.
They cancelled this MBT tender and decided to build their own MBT which has yet been put into production
They cancelled this tender too and decided to build their own attack helicopter, which is currently under production with a dozen or so in service
Lets just hope that the indigenous SAM will be completed before Turkey is caught with it's pants down.

Although the deal is canceled China's system has proven to be the technically the superior one as well as affordable from the beginning. Oh well there will always be other buyers no matter how much the naysayers, doubters, and haters has to say.

There was a rumor that the Chinese had completed testing of a new SAM. If so, this might have disinterested Turkey who probably didn't want a "second-line" system.
Well since Turkey is a part of NATO, the west will probably offer assistance to Turkey if it does build its own domestic SAM.I begin to have another thought.
What is Turkey's capability of making its own SAM to the level of what West, Russia and China offerred? Does it need external assistance? Probably so, who will that be? Could this "domestic making" be a smoke-screen? We know Turkey has built its J-600T Yıldırım based on Chinese B-611. So it can be that the Turks buy SAM from China and relable it as indigenous.
Supposedly HQ-26. It was reported by Phoenix TV, but I could not find the original Chinese sources. There was a rumor that the Chinese had completed testing of a new SAM. If so, this might have disinterested Turkey who probably didn't want a "second-line" system.
