In 2001, China already had semiconductor fabs operating within 2 nodes of the leading edge, multiple top tier IT companies (Alibaba and Tencent already founded), multiple top tier electronics companies (Huawei, ZTE and Oppo already founded), a space program, start of high speed rail, etc. Vietnam has not only none of these but not even a plan to get any of these.

With their lackluster power generation they have to resort to hand assembly where the high energy inputs like metal parts come from elsewhere it is as simple as that.
