The only obligation was that when a raid happened the farmers there would take up weapons and actively resist them (they were actually trained semi-annually to be in good condition)

1.) The Dujiangyan irrigation system in Chengdu plains constructed under the supervision of Li Bing. Most of the farmers that cultivated these lands are either immigrants from other places other than Qin or POWs in the never ending wars in that period.
2.) Zhengguo canal
which was originally a plan to weaken the Qin state to divert manpower and resources, but it backfired because after the completion of the canal, agricultural output increases which further draw more immigrants into Qin.
These favorable agricultural policies are also repeated after the Mongols were kicked out by the Hongwu emperor in 1300s. Giving lands to those able to cultivate and lower agricultural tax.
