Probably because you are looking at it from below upwards so looks fatter.
I wish they made those 054 coast guards fitted for but not with vls ssm etc.
Pretty sure from previous pictures that the CG 054's bridge is one or two decks taller than the actual 054's, so this looks about right.
Here is a index of the Chinese Coast Guard Ships. It seems that the CG ships in China are slower than their Navy counterparts. Naval ships goes between 25 to 30 knots while most of the CG ships goes for about 19 to 20 knots unless they are ex navy ships. The index is from 2015.
