These have a large hanger and landing deck capable of taking two Z-8, so they definitely will have the SAR, Patrol, and cargo/passenger carrying capability.
They will be armed with a 76mm main gun, two 30mm auo cannons, and several machine gun (probably 14.7mm).
I expect them to be very adequately fi with strong engines...not for high speed maneuvers particularly, but for decent cruise speeds at lng range/endurance.
I expect they will have a very good communication suite and that her sensors will be vey good for what she is tasked to do. She is not tasked with anti-air other than the very basic defenses with those guns, so her radars and targeting will reflect this. She may end up with chaff and other defenses...but we will have to wait and see on that.
As you can see she is going to have bays for launch's on each side, and may carry others too.
I expect she will have plenty of space to accommodate various missions, including humanitarian aide, law enforcement, anti-piracy, normal SAR, assisting damaged or disabled vessels (which would include fire fighting), and adequate medical area (and for this sized vessel it may be fairly large), and for patrol duties, etc.

So the new CCG "cutter" is about the same size as the 055 DDG?
Well, the new cutter has been said to displace 10,000 tons in some places, and 12,000 tons in others. I expect the first may be the light load and the other is full load...but do not know.
The Type 055 has been said to be in the 12k displacement range.
So, in terms of displacement they do appear comparable.
I expect that they may vary a bit in terms of length, bean, and draft, but we will shall just have to see.

I expect there will be a 2000 ton difference between 055 and the cutter, given the cutter is 10,000 tons normal displacement as you said with a full displacement of 12,000 tons -- 055 is said to displace 12,000 tons normal, so I'd expect a full displacement of 13,000-14,000 tons full... but this is all based off what we deem to be credible rumours, nothing official as of yet.

One thing: The 054A 76mm gun is guided by a fire control radar that allows the gun to perform both the roles of a regular naval artillery against enemy ships and CIWS against incoming subsonic cruise missiles (like the Italian 76mm Oto-Melara gun naval gun). Not sure if cutter has such sophisticated combination (so it doesn't become a sitting duck in the face of low-intensity potential missile strikes).
