China Coast Guard and Patrol vessels

China is combining several of its five maritime law enforcement agencies under the National Oceanic Administration. Is NOA a Ministry-level department? It is a given that Fisheries Law Enforcement Command (FLEC), General Administration of Customs (GAC), and China Maritime Surveillance (CMS) will be moved because they are from weak parent agencies. But is the Ministry of Public Security willing to give up its Coast Guard? Is the Ministry of Transport, which a big winner in this latest restructuring because they are taking over the Ministry of Railways, willing to give up its Maritime Safety Administration (MSA)?

The Proposed unified "National Oceanic Administration (NOA)" aims at solving the problems of low efficiency in maritime law enforcement, improving protection and use of oceanic resources, and better safeguarding the country's maritime rights and interests

I would say that this is a major step forward for China's Maritime regulation. Looks like China is aiming to westernize this branch.

It's about bloody time they do, though something this major grade reshuffling in China always have to wait till some major conference to finalize.

Now that the Chinese unified the maritime law enforcement under one roof like every other nation, things should get interesting...the new department needs to prove its worth, need to have something for the cameras.

It's a good move to consolidate the "Five Dragons" into a large and more effiient OSA, especially when it comes to dealing with Japan's occupation of Diaoyu tai.

Maybe in the future they will have three main branches. One to carry out patrol and coast guard duties, one for policing harbours/anti-trafficking, and one for maritime rescue/fire-fighting.

I'm looking forward to that. Idk much about the various agencies but I remember reading tphuang's blog previously and thought there is way too many to be efficient. I hope they do something about that. But I'm guessing if Hu is unable to do anything, Xi is certainly not powerful enough to push through the move.

I remember posting this reply awhile back in this thread when there was a discussion abt the possibility of the different agencies to combine I to one efficient unit. I guess I was too pessimistic. Well done Xi Jinping if it was really him with the credit. Hopefully china can improve their coastguard to meet the future challenges.
