This doesnt seem to be DF-21. Seems too wide. Look at this photo. The cannister is open. You can see the tip of the missile. Its much thinner than what appears in the that vídeo.

Unlikely because solid-fueled missiles do not need to be fueled before the launch, so what would be point of learning to fuel outdated missiles? There is pictures of 2nd Artillery Corps training launch prep with DF-15 mock up's, and why would they not do same with more important missiles like the DF-21.

That policy is just nothing. PLA will use it when is needed, no matter what
Imagine if let's say JMSD managed (I know its highly unlikely) to destroy all PLAN and also managed to destroy three gorges dam and Shanghai financial district ... and JMSD didn't use any nuke.
Do you really think China would stick to the policy ? and PLA wouldn't use its nukes agains Japanese ?
I know it's a bit extreme, but you get my point ?

The one you posted is the newer DF-21 (C/D) with MaRV or the DF-25 (some confusion there - , ).
