It's part of the US government's plan to contain China politically, militarily, economically, morally, and culturally, but the containment plan is not going so well.
Notice how all these nations near China have alliances or have alliances-in-progress with the US government: South Korea (recently took a few steps back), Taiwan (recently took a few steps back), Japan (recently took a few steps back), Thailand, India (I think India has hidden motives), Guam (US territory), Philippines (recently took a few steps back), Pakistan (major work in progress), Afghanistan (major work in progress), and Turkey (suffering major setbacks). Iran is another possibility. These nations also serve to contain Russia and secure the Middle East.
The US government has been learning things the hard way that it's better off working with China than against China.
