Is security a big factor? US is willing to offer protection for the KSA royal family if they consider rapprochement with Israel and keep their distance from China and/or BRICS. I wonder what if Russia also offer this protection? The Saudis did not use their dollars to build industry and infrastructure on their soil which are materialistic wealth. They only have some numbers in a computer in the US. If the US go rouge, the Saudi (both the Royal and the people) would instantly become penniless. Essentially SA is on a leach to US as much as Japan, SK and Germany (military occupation).
The way out is for SA to gradually acquire RMB (another basket for their eggs) and build industry etc. This will take a long time.

I doubt China will be that upset that Saudi Arabia isn't fully joining BRICS at the moment. China-Saudi cooperation has been ramping up quickly regardless of BRICS membership. BRICS would have been more useful to China if India wasn't a part of it.

What China is to blame for? Blame Putin instead. It was him that forced China to accept India in BRICS in return to letting Pakistan joinBRICS would be more useful to China if India wasn't a part of it.
