do we have any information on the PLAN frigate/destroyer command structure at the sea. I know they have a commander/captain command the ship, but what would be the rank of department chiefs and their roles.

Pardon my ignorance but is there any news/evidence that is from a credible source to support the idea of a future PLAAF J-XY/35 variant?

I think there was a news item some time back that claimed there would be several J-XY variants which means that should include a regular air force version. If the PLAAF will actually purchase it or it will be used for export there is no report on that yet. Expect Shenyang to be focused on the PLANAF version first.

I came across a new book on China's naval history, 'A History of the Modern Chinese Navy, 1840–2020' by Bruce A. Elleman, Professor at the US Naval War College. Checking out the preview available through Google Books, even an untutored Anglo such as myself can detect a certain slant to the writing, however what most piqued my interest was the author's claim that the North/East/South fleet system was principally created to keep power fragmented and minimise the threat of a military coup:
