yes I can, just seconds ago.
Try some proxies. Because you could not access sinodefense (in US) earlier, I believe your IP provider's routers are faulty.
By using a proxy in the U.S. I can access these sites. here is a free proxy server list site.
I tried at Fort Wayne in Indiana and it worked.

checked the GoogleEarth couple of days ago over the HuDong shipyard, and spotted this "big ship", any idea what it is, commercial or combatant?
Well, it depends. It has the lines upfront for a military vessel. At the rear...a little harder to tell. It appears too rounded aft...but that might not be the ship[. Hard to say if it is military or not...but the red outlined portion I put in there is definitely the military mockup of the Type 055.
I am intrigued by the PLAN marines choice of camo color.
