Seems like they are battering down the hatches before a storm. I guess they'll be delivering major weapon systems soon.
I think what they are doing is counter productive though. Making the enemy know of your capabilities actually enhances deterrence.

Until they need to be used. There comes a point where deterrence is surpassed. They seem to be in preparation for such a point, perhaps operating with the assumption it is coming.
Imo, they aren't too concerned about the respective defense establishments from knowing whats going on in terms of their defensive posture.
What they are actually concerned about is the public opinion, both at home and abroad, from speculating about any of these posture changes to the point where it starts pressurizing the host nations to respond in an irresponsible manner.
Me again with another strange idea ... what do you think how likely it is that in mind of the Communist Party of China (CPC)'s 100th anniversary on 23 July 1921 there will be either a military parade similar to the one on 1st October 2019?
Would be a perfect time as any to announce what they have. Their previous words could be a hint towards this date.
