That makes less sense. There are normally some speed restrictions but not that bad a Jet fighter is far faster then any civil airliner with restrictions they normally are doing about the same speeds.

That's because of Altitude and the Jet stream giving them a slight cheat. It's all relative really.
Bottom line is when a MilJet is on a ferry flight, they're not in that much of a hurry to get there and fuel economy is a factor. When you're carrying ordnance for delivery to a hostile customer, that's a whole different story. Anyway, THEY'RE HERE!

Air speed is technically relative.
All time is relative by velocity so Says Albert Einstein. but in travel it depends on rotation of the planet. The Jet stream and altitude.
