Yes but without any fixed wing assets is it really a carrier?

AFB, according to wiki only one Harrier ever was in service aboard the ship.

The aircraft carrier is designed to operate an air group of V/STOL fighter aircraft and helicopters, and is fitted with a ski-jump. Initial intentions were to operate a mixed air group of Matador(Harrier) V/STOL aircraft and S-70B Seahawk helicopters. However, by 1999, only one Matador was operational, and the entire V/STOL fleet was removed from service in 2006. Although Chakri Naruebet was intended for patrols and force projection in Thai waters, a lack of funding brought on by the 1997 Asian Financial Crisis meant the carrier has spent much of her career docked at the Sattahip naval base.

Is she a full fledged aircraft carrier?..Nope, not at this time.

even then that single Matador would have only been one of a half dozen, At best a escort carrier. She also lacks full defences. That said she has served the Thai well in Support functions as a Relief platform. Maybe some time in the future as F35B's start retiring Harrier -B's a few could be offered by the US or one of the European operators. The needs for this ship are fairly small a dozen units would fill the need with six on deck six in reserve

She's not quite 20 years old yet. She was placed in service in 1997. Will the Thais keep her around long enough to really use her as she was intended? And they need $$$ for CV operations.

With a crew of only 200 aboard a ship as large as this I don't know how they could conduct proper firefighting and damage control or clean the ship..and yes I know the ship has a lot of automation. Any major fire and...it's not pleasant to think about.

Posted 09.15.2014....Russian LHD Sevastopol conducted sea trails with 200 Russian sailors aboard.

Nope.. they will receive it. Perhaps not on time (November) but they will put the ship in service.

I meant in the event of your "fire" scenario, no doubt the Russians are very anxious to get their hands on the Mistral? none at all, may be the only "saving grace" in the whole Ukraine situation?????

I doubt it, the contract has already been signed for this one. Unless the two side has a disagreement and the contract is breached and a settlement has been reached, Yes than you might see the new Mistrals for sale.

Russia has ordered 32 x Ka-52K for two LHD

Over 100 helicopters of all types have been ordered for these two LHD

And these helos are all top of the line
