Not sure what this could be, as I don't have the complete image to judge its size. However, the body appears to have reduced RCS features. Perhaps a stealthy anti-ship/anti-surface cruise missile?

The missile engine is air breathing right? Don't you need to enclose the missile in a water tight container to launch it underwater?

You can have an air tight cover over the nose and intake of the missile that detached once the missile has left water.

This isn't a fan fic forum bud. Also if it's reaching Washington DC in 90mins it's not VLO. it's a flying fireball on every Infrared sensors out there.
