Not sure what this could be, as I don't have the complete image to judge its size. However, the body appears to have reduced RCS features. Perhaps a stealthy anti-ship/anti-surface cruise missile?

You can have an air tight cover over the nose and intake of the missile that detached once the missile has left water.

This isn't a fan fic forum bud. Also if it's reaching Washington DC in 90mins it's not VLO. it's a flying fireball on every Infrared sensors out there.

That air tight cover would still have a larger diameter than the missile which is already measured to be as thick as that torpedo.

The marking on the truck is ZL (战略/strategic) as opposed to HZ (海战/naval warfare), so it is likely intended to be a long-range nuclear tipped subsonic cruise missile. It could be launched from the 093B’s VLS, a ground launcher, or H-6N/K.

But as the Russo-Ukraine war has shown, subsonic cruise missile are big fat targets for SAMs, so I am not sure why the PLA is still sticking it.
