Unfortunately, that extenuating circumstance is also a very likely circumstance. That's why it's worth mentioning especially.
if it's a basic scenario - i'd frankly suggest two other options.
1, limited: ASW carrier(small): destroyer-engined(single/twin set depending on size), destroyer-sensored, destroyer-armed fast helicopter asw carrier, Hyuga/Izumo style.
Per Japanese experience, such a warship comes for a bill of a single destroyer (not aegis, normal one!).
Since China produces 052d class destroyers and heavy ASW helicopters in dozens - it is easily achievable by simply loading destroyer yards with some alternated hulls.
2. rich: add more 001A mod with a single EM catapult track. 001A is a far more capable ASW combatant than it's normal for carriers in the first place (heritage of Krechets) - but with newly available technology you simply add asw fixed wing capability on top(squadron of EJ-600 ASW variants, ASW drone squadron, asw/rescue helicopter detachment, fighter detachment) - and clean the heck out of the area.
Since China has two carrier yards - it again is perfectly achievable, and such units will add economies of scale to both themselves and to 003/004 - there is enough similarities between the two.
(here of course there will be a question of cost effectiveness - 001a indeed share far too much expensive components with true supercarriers - but if threat is
so serious, you will get more units this way, faster).
Basically, if you see a certain scenario as unavoidable - you better just start solving it.
both are infinitely more capable than 075, both don't risk precious forced entry assets for sea control against arguably the deadliest threat to them.
Both retain 075s to where it belongs - it's an assets to keep away from subs at any cost, not to push onto them. Virginias will gladly take the bait, sure, but that is in itself second worst possible event. Right after accidentally running 003 into a sub trap.
