What is highly unusual is that the official news report (CCTV) never mentioned a word about what types of the ships that were commissioned. All they mentioned are the pennant numbers and the names of the ships: Long March 18, PLANS 31 Hainan, PLANS 105 Dalian. It's pretty clear from the video what types of ships they are though. Type 055 and even Type 075 are nothing new and have all had their highly public launch ceremonies; there had never been any public launch or commission ceremony for Type 094 though.

It confirms that flat tops get double digits for pennants while other ships get triple digits.

It begs the question, why jump to "31". But we never got a good answer for why "16"?

It still looks kind of raw to me. I was expecting them to have at least some Z-20 and Z-18 navalized helicopters with anti-submarine and combat capabilities. Perhaps some drones for reconnaissance. Even the Russians seem to be putting S-100 drones into most of their naval ships.
The z20 helicopters are meant to be on the 075s, same for the drones. They are just not ready yet and still in the testing and initial production phase. There has been quite some images of flying Z-20 and anti-sub Z-20 with light grey exterior.

I suppose the simple answer is 16 to 30 are reserved for carriers, while 31 and after are for LHDs. There are enough room for 15 carriers.
