DDH??? What a joke. If the Japanese believe lying about their LHAs by calling them "Helicopter Destroyers" would make their neighbors less concerned about their aggressive postures, they're out of their f-ing minds.
Well, the fact is, just like with China, unless the buy some STOVL aircraft from somewhere all they can carry are helicopters.

There is no ski-jump, and there are not cats. And the hull is not designed for either. Unless they come up with some Harriers (which they will not...too old) or some F-35Bs, all they will carry are helicopters.

If the Japanese fund and begin talking with the US about buying F-35Bs, then you will know what their intent is. Until then, by default, they are helicopter carriers.

I believe the Japanese care little about what her neighbors might feel. They even named the ship the same name as the one that used to carried invaders into China.

I think why they do it was because they are bound by their own constitution and that they are not allow to have a carrier after WWII... and if they finally get to change that constitution, you can be sure that they will immediately name that ship a small carrier and began to build larger ones.

I'm not so sure they feel they are bound by their own constitution. If they did, they wouldn't be building them in the first place. It reminds me a lot of when the Germans were trying to skirt around the rules imposed on them after WW1. And Japan has never cared what her neighbors felt. If it did, there wouldn't be so many outstanding issues from WW2. Imagine if the German Navy today still utilized the swastika on their naval flag.

Yes...that was the "official, above board," route that was canceled.

But, I would not be surprised to find that China either has, or is, attempting to get one through less above board means since then to take a look.

There are still quite a few of them out there, and were operated by the US, the UK, Spain, Italy, India and Thailand. OIOnly the US, Spain, italy, and India operate them now. The Chinese were not likely to get one from the US, UK (who sold all of theirs to the US Marines), India, or probably Spain or Italy, but Thailand's Harriers were less secure...and they got far less use out of them. In 2006 or 2007 they discontinued use of them and I am not sure what they did with them.

No sure if it is just a bare airframe or it is complete with engine. If i remember correctly, uk was keen to sell to china, but china could not affort the price then, so the deal fell through. All these were before the tiananmen incident. I don't think the harrier v/stol control is a secret to china.

Agreed. At the very least it should be a CVH, as a helicopter aircraft carrier. However, in its intended role, and with its weapons fit (anti-submarine torpedoes, Vetical Launch ASROC ASW missiles, and ASW helos), it will also perform the role of an ASW destroyer...just on a larger scale and as a clear ASW task force leader and centerpiece.

Clearly, the JMSDF is trying to maintain a political nuance for election and funding purposes.

And that is fine...it's certainly not the first time. The Russians did it with their, "Heavy Aircraft Carrying Missile Cruiser," Kuznetsov. The UK did it with their, "Through-deck Cruiser," Invincible class. Those were the official names of those vessels in their respective nations and navies.

It is clear that everyone in the industry and everyone who professionally considers these things, and inparticular the military planners, know exactly what they are.

Why would China wanted it at the time, without a carrier

Possible, China at time was very interested in aircraft that can take off non-airstrip locations, as airbases are expected to be bombed out in the first days of a major war with Soviet Union. However, aircraft can be safely stored in tunnels.
