Not quite, the 071 also has its own suit of radar for surface scanning and to guide the 4 CIWS it has. Not to mention a ECM to protect it's precious cargo, and someone in the PLAN design is gonna get the boot if the 071 is crazy enough to not be equipped with multiple bulkheads and watertight compartments to prevent a complete sinking in the event of a successful attack.

Uh since when does the 054A has a AESA radar ? Last I check the Sea Eagle is a Top Plate type radar, most certainty not AESA. It did be worth more than the Seagull radar but certainty not that much.
And the ECM suits, CIWS radars, watertight bulkheads, remember ?

Does anybody have sources on the cost? From a preliminary search, I got that the 071 costs a third that of a $2 billion San Antonio class, which would put it at about $700 million. The 054A is quoted at 1.4B yuan, which is $200 million. These are just sources from wiki though.

I tried too, and I got one without citation that claims the Kunlunshan cost about 300 million USD which is even more ridiculous.

It really depends if they do the currency translation in market exchange rate or with a purchasing power parity.

Korea built the Dokdo LPH for $300M, albeit it is about 2x smaller than a Type-071.
The Koreans are also building the Makassar LPDs for Indonesia for just $45M. Note the Makassar is about 3x smaller than a Type-071.

So it could be $300M for a Type-071.
And if the Malaysians were offered the Type-071 at one-third of the average San Antionio $1600M cost, that works out as $500M for that Type-071 export order.

So do you actually mean to say is that it is the San Antonio LPD which ridiculously expensive - when compared to Chinese or Korean LPDs?

The 054A's major subsystems in the form of its sea eagle radar (correct, not an AESA), VLS, combat management system, sonars, ECM etc are likely the major contributors to its greater cost.

The 071 is a large ship but beyond its rather simple radar and weapons suite it does not have anywhere near the same variety of higher end subsystems as an 054A.
Looking at the going rates of other LPDs or LHDs produced by shipbuilding countries of other asian countries, 071 being cheaper than an 054A isn't really that crazy.

071 is quite inexpensive, costing less than a 054A. They should build at least four more, make it 12 in total. They will be needed, with the coming expansion of PLAN Marine Force and the likelihood of a Taiwan contingency.

Alternative costs. Hudong Zhonghua could use their biggest drydock building something else. Like a bunch of Type 075s.

The radar bill on the 054A should be extensive even if non AESA.

1 x Type 382 Top Plate equivalent, differs having two bands, a different band on each side. FRESCAN type.
1 x Type 364 (Yes the Type 054A has two search radars, this is the one on top of the funnel on the back)
1 x Type 366-1 (Essentially two radars in one, an active one in one face, a passive one behind, also antiship FCR wtih surface search, Bandstand)
2 x Type 366-2 (passive sensors, located under the funnel, could act as ESM)
1 x Type 344 (gun fire control radar with laser rangefinding and optics, similar to Thales STIR)
4 x Type 345 (MR90 Orekh Front Dome equivalents)
2 x Type 347A (Ku band FCR, each on top of the Type 730/1130).
at least 2 x navigation radars

Plus
2 x ECM upper mast (Type 726?)
2 x ECM lower mast
2 x ESM in the mast
1 bow sonar
1 passive tow sonar
1 VDS or active tow sonar
3 satcoms on top of the hanger (could be two satcoms and one datalink)
2 com array on top of the hanger

There is a surprising amount of functionality in the radars, especially with the Type 366 if you dig deeper.

I have not dug into the Type 071's radar suite but it should have at least the Type 360S search radar and the Type 364 C-band surface search radar. The Type 364 is common to every PLAN ship and works with the defensive systems on the ship.
