Looks like the paint job is working its way down, which begs the question, is the superstructure aluminum? It was rather shiny in the earlier pics.

If you mean by the big glaring red banner reading "ABSOLUTELY FORBIDDEN TO TAKE PHOTOS", then yes
They put the banner there, and if you get caught with such pictures on you, you can't pledge that you didn't know the rules.
They knew that people are there taking photos. The banner "No Photos" means "I Show You The New Toy!"

More like a response to the higher-ups' call to "do something" on things that they have next to no control of (the location of those shipyards are nightmare for access control); besides these pics are more of a "close-one-eye" thing by the officials anyway.
