Considering how difficult it is for a college find a job, I don't think the navy will have trouble manning those ship. After a naval officer is still a civil servant. Which is highly thought after position in Chinese society even though enterprises offer better pay, first and foremost because of housing benefits. Also with more modern ships, less crew will be required. 056 is probably the only option if you want to replace Ludas and Jianghus are one-to-one basis for coastal patrol, while still have enough ships for a carrier fleet for a blue water deployment.

China has a program of "national defense students", very close to ROTC program in US.
navy is prob most attractive of the services because the prospect of a solid good paying middle class job in china's booming shipping industry after retirement is excellent.
Now, it is very difficult to get into Chinese military. Many people have to pay local officials to be recuited to wear uniforms. Especially, a lot families females had to pay up to 100,000 RMB just to be enlisted. Nowaday, soldiers, at least, have to have high school diplomas (many of them are college greduates). Girls to join military are not only required to be educated, but also have good appearances; and pay money of the back doors; and pass physical requirements.
PLA has a program to recruit NGOs for the higher tech positions. These are not the kind of position that you just want any high school grad to do. And as I said, the idea is that once you get in there, you are going to stay there for some period of time. This is not like back in the days when people just join the army for 2 years. It's not easy for a sailor to find a wife in China, because they are away from home a lot of times. That kind of reality drives a lot of really smart people away from serving in the navy.

in the last 5 years alone we have seen Type 052C Destroyers, Type 054A Frigates, Type 056 Corvettes and Type 071 LPDs going into full scale production, that 4 classes of ships not to mention all the other projects
all these ships could be deployed abroad as part of a task force or good will gestures, Iran recently sent a Alvand frigates which is (approx. 1,500 tons) through the Suez Canel and into the Mediterranean along with a replenishment ship, so theres no reason why Type 056 cant be deployed abroad
ex-Varyag, Type 052C, Type 054A, Type 095 SSN, Replenishment tankers and support ships passing through Suez Canel would be a sight to see!

Iran Alvand frigate deploy at Suez Canal are near to their homebase.. But PLAN Type056 need to transit thousands miles to reach there, crossing Indian Ocean which can be very rough. A heavier tonnage ship with better endurance will be needed. Type056 will just be deployed to defend China coastal lines, the most venture into South China sea or Japan Sea...
