So only those assigned to the HK garrison have the HMG mount on either side? I wonder why that's not being the standard.

Yep.......so that's 8 056's that have joined the fleet in 2013.........and its possible another could join at the end of the year.
Anyway, by going on the outfitting times, from launch of vessels to commissioning, there should be 15 056's active in the fleet, around mid-summer 2014.
Out of curiosity, i looked into the outfitting times of the 4 shipyards, that are producing these Corvettes, and some are noticeably quicker than others:-
Average outfitting timescales to the nearest month per shipyard

Huangpu - 11-13 months
Wuchang - 12 months
Hudong - 9-10 months
Liaonan - 9 months
