i'm not sure what you are saying. But we all know that these ships will be commissioned, but we often jump the gun in concluding on when the ship is already that way. For example, 151 has looked to be ready to commission for a long time now, but PLAN has deemed not so.
A ship is built by manufacturer. Then she is delivered and accepted by Navy. At last, the ship is commissioned.
My questions are:
1. US Navy calls a ship not commissioned PCU Shipname. Is PCU Shipname always delivered and accepted by US Navy? For someone who assigned to a ship in building, could I say he/she is assigned to the unit, PCU Shipname?
2. Does PLAN have similar concept in official documents?
"A pre-commissioned unit is a naval unit (typically a ship or vessel) whose crew has been assembled prior to commissioning. Because the ship has not yet been commissioned, for the purposes of reference and legality, the ship is referred to as PCU Shipname rather than USS Shipname as the ship cannot yet carry the flag of its government."
