gotta give credit to "Chinese speed". apparently it takes 4 years to build a burke. this takes maybe 2 max?

No it certainly does not take 4 years to build a Arleigh Burke

over the last 35 years between them both Iron Works and Ingall's shipyard have launched 75 units taking into account pauses between the flights restart programs which in some cases is 5 years

but even then thats over 2 units per year between two yards which is roughly 1 per year for each yard for over 3.5 decades

Type 055 maybe higher tonnage but we have JNCX and DL launching 8 units in roughly 3 years

thats 2.66 units per year but to make it fair we included the restart programs in the Arleigh Burke program so actually 8 units over 7 years which is 1 per year between two yards or 2 years per yard

so actually both Iron Works and Ingall's shipyard have had a higher rate for much longer period

so we need to see JNCX + DL do sustained numbers for prolonged periods of times over decades

however there is a catch because JNCX and DL also make Type 052D/L DDG

I guess if you add that into account then yes JNCX and DL would seem to be appear to have higher production capacity than Iron Works and Ingall's and can certainly outstrip their American counterparts in peacetime production

Do the 055 VLS have quad or double packed ammunition like quad packed ESSM?
There is no footage of multiple missiles being launched from 1 VLS, but there's barely any footage of any launches to begin with. There's also not any official statements of what missiles PLA large VLS carry.

But the technology has existed with China for a long time and is offered for export. So 95% yes.

Each yard may be producing a DDG annually, but Ingall at least can support multiple vessels under construction simultaneously. This means multiple DDG can be under construction at the same time, while still only completing one a year. You may have mistaken the delivery rate for the construction time of a single unit.
Per HII's website:
A DDG ... takes approximately four years to build.
