I don't know about speed, because every SAG is going to be towing around an AOR unless it's for a very limited operational duration. AOEs are far fewer in the PLAN inventory, so you won't see them operating outside of a CSG very much, especially once the PLAN starts routinely churning out carriers. Even AOEs max out around 25kts so they are not speed demons by any stretch of the imagination. Firepower, endurance, and range are all directed tied to that AOR so speed by necessity will not be a primary consideration. Only the USN can really talk about speed because it's got bases all over the world, and can probably forgo an imbedded AOR in many cases if they can arrange to have an AOR rendezvous with the SAG when it's closer to its destination to top up. This could potentially be done at multiple waypoints. I don't think any other navy can claim this ability. Even in this case you couldn't make the entire voyage at flank speeds the whole way.the key in any SAG is speed, firepower , endurance and range, the smaller platforms wouldn't be able to keep up with the 30 knots + the Type 055 could do maybe Type 052D could accompany the Type 901 Tanker which is designed for Carrier Task Groups so definitely has the speed
also there would always be a SSN doing the same speed below the waves to add to the ASW
any USN SSN would be giving chase so emphasis on naval helicopters in my first post
If you are just talking about tactical speeds, the 054A/B is certainly no slouch despite its all-diesel setup.
