Your claim is that it's possible to catch up to US Cold War levels EXCEPT in carriers. I don't think that's true - I think it's possible to catch up to US Cold War levels INCLUDING in carriers. I fully expect China to field a fleet of at least 15 carriers by mid-century, but reasonable people may differ. What shouldn't be in doubt is that China could.Edited. Technically it's probably perfectly achievable, (i.e. starting producing them really fast).So I think it's VERY possible for PLAN to catch up with the USN's building records during 1950-1989 in most surface combatant ships during 2005-2044 (except the carrier vessels, they are really too expensive and difficult to build, I don't think it possible for China to build another 12 vessels by 2044).

These shipyards have the facility, capacity and capability to build carriers.
