With the retired Ticos, the US will have 85-95 destroyers by 2030. With its current speed, China can build 30 destroyers in the 2020s. If China keeps the speed it had during 2019-2021, I expect up to 85 destroyers in the PLA by 2030. So yes. I can see the PLAN equaling the USN in the number of destroyers/cruisers by the mid-2030s.But even so they are building two Burkes per year. Looks like they are going to add another $25 billion to the overall budget, much to the Navy, plus they already added tens of billions to shipyard and dockyard construction, overhaul, repair, etc. Of course we'll see if this results in expanded production rate but it's not a guaranteed no.

The US not only built far more in total during the Cold War, but built more major surface combatants by hull count or displacement each year, even excluding carriers, then what China built the last 17 years. Furthermore, it is quite arguable a large fraction of the ships the US built were technically considerably more cutting edge for their time during the Cold War than what China had built during their time in the last 17 years.Since 2003 PLAN had launched 3 Type 075, 8 Type 055, 25 Type 052D, 6 Type 052C, 32 Type 054A, 50 Type 056/056A. I think it's more than the USN did during the cold war ( if CVs and SSNs not taken for consideration ).
