New commentary from POP3 regarding the Type 055:
055型驱逐舰目前正在江南和大连造船厂开工建造，2017年6月28日，江南船厂055型首舰下水。今年7月3日，大连船厂建造的055型驱逐舰也出船坞下水，这是在短短的一年左右时间内，中国海军多艘055型驱逐舰相继下水，其建造速度堪称世界一流，也说明了中国海军摒弃了早期“小步快跑”的渐进式发展模式，走向“大步迈进”的高速发展模式。055型驱逐舰从开始就批量建造，也说明了几个问题。首先是中国海军适应国家总体战略的发展需要，开始进入高质量的规模发展阶段；其次说明了人民海军对舰艇的设计和建造越来越自信；第三也说明国家的军费已相对充裕，而不再勒紧裤腰带过日子了。

在共和国建立至今近70个年，中国已成为世界第二大经济体，中国的海外经济活动日益增多，捍卫中国海上特别是远海经济命脉成为人民海军的重要任务。中国的周边海洋领土的争端正日益复杂化，美国等部分西方国家为遏制中国的崛起，甚至发出了要与中国正面对决的狂吠，在南海等中国固有的领海，美国也早就赤膊上阵，不断挑衅中国的主权。而台湾省内台独势力更是甚嚣尘上，蠢蠢欲动，已经走向了台独的不归路。这些问题的处理，都必须以一支强大的海军为后盾，中国经过近70年的技术积累和经济发展，目前已经具备建造大型驱逐舰和航母的能力，这既是水到渠成的结果，也是形势发展的需要。

055型万吨级驱逐舰在本世纪初期恢复论证，并于2009年12月20日正式通过立项审查，2014年年底开工建造，首批就上了批量，说明海军对舰艇的总体设计水平和设备的性能及可靠性有高度的自信心和充分的把握。中国海军舰艇的设计能力目前处在世界第一梯队，在舰载设备系统上，055型驱逐舰的武器设备和燃气轮机动力设备大部分已在052D型等驱逐舰上使用，可靠性极高，而055型舰较之以往变化和进步最大的电子信息设备方面，恰好是中国海军舰艇这些年来发展最快领域，已经具备雄厚的基础和经验。正是具备了上述这些条件和基础，使得中国海军有信心有把握从开始就批量建造055型驱逐舰。

中国海军曾经历过一段经费捉襟见肘的日子，上个世纪90年代一共才建造了112、113和167三艘驱逐舰，这一时期，不仅新舰的建造数量极少，还曾发生较多的在役舰艇失修的状况，海军舰艇的数量和质量都徘徊在低水平状态。现在国家军费虽然还维持在较低的比例，但较之以前已有很大的改观，海军也有一定的能力进行补课和发展装备。此外，中国的军工体制和海军的装备采购制度也保证了海军能以较低的价格采购到符合需求的装备，如055型驱逐舰的采购费约为60亿人民币，这在全世界各国的舰艇采购费中都具有极高的性价比。这里要纠正两个误区，舰艇及舰艇设备的采购不存在所谓的“量大价优”模式；再就是，舰艇采购费中不包含消耗品如油料、弹药，以及舰载机等其它设备的费用。

055这个型号并非首次出现，最早始于1968年2月，但后因故未能延续下去，1981年将055型导弹驱逐舰改为型号预研，实际上研制已终止。本世纪，随着舰用燃气轮机、通用导弹垂直发射武器系统、单130毫米大口径舰炮和新一代相控阵雷达等电子武器及机电设备的相续研制成功，再次启动055大型驱逐舰的研制已经万事俱备，顺理成章。中国海军为此做出了巨大的努力，如舰用燃气轮机的研制，不但解决了海军舰艇在燃气轮机方面的空白，也为052C、052D型驱逐舰的后续建造提供了条件，同时也为055型舰的研制奠定了基础。

在舰载武器系统上也同样如此，导弹通用垂直发射系统和单130舰炮的研制也是海军长远武器发展的规划，之所以先在052D型驱逐舰上列装这些武器设备，是因为052D源自成熟平台衍生发展出来的，而055型舰是全新设计，设计周期较052D要长。如单130舰炮原为055型舰设计，但首装于052D型驱逐舰，不过在6000吨级的052D型舰上安装时进行了减重设计，并安装了炮口制退器以降低后坐力。反过来说，为研制万吨级055型舰的前期准备如设备的研制，也促进了中国海军6000吨级驱逐舰后续型号的发展，这是一个相辅相成的过程。

中国海军在2011年召开了包括055型驱逐舰在内的多型舰艇型号的工作会，对055型驱逐舰的研制进一步提出了极高的要求，从设计流程体系到明确责任分工、从技术发展方向到实现途径都进行了部署，如指定中电14所限期完成《舰载综合射频系统统一设计要求》和《通用综合信息处理规范》的编制，以保证055型舰的电子信息技术在国际上的领先性。中国海军舰艇历来有建造一代、研制一代、预研一代的传统，后续新一代驱逐舰的研制工作也在进行中，而此工作已部分展现端倪，如新一代电磁舰炮武器的研制和综合电力系统的研制等，中国海军的进步和今日之成就，就是在这些踏踏实实的工作中取得的。

Comparing the salary (multiplier of 2.35) and purchasing parity (multiplier of 1.95) differences, 055 would then cost some 1,94 billion dollars if built in the US, but using same political climate as in China, without extra markups by the manufacturer. We've no real context when it comes to structure of the costs, whether they include this or that, so no actual comparison can be made either way.

If we take all those claims for granted, I find it more interesting that another class of ships, displacing 6000 tons, is planned. Considering 054B is alleged to have some 5000 t. Those two seem way too close to each other to be worth the effort of designing two different ships.

So either there is actually going to be just one class of ship, and perhaps POP3 is refering to new 054B, calling it a destroyer for some reason, and it will displace 6000 tons...
Or there will be two different ships but one of them is going to be quite a bit cheaper, demanding less crew, and probably be less capable, probably concentrating on a single mission, like ASW.

The 6 billion RMB figure for 055 is not new, it's been around for a while form pop3.


As for the "6000 ton" ship -- I imagine he's referring to a successor for 052D, as he's referred to 052D as a ship in that category before. From what I recall he also describes the tonnages of ships in standard displacement (or something) rather than full displacement, meaning the 6000 ton ship (like 052D) will probably be more like 7000+ tons.
So really what's more interesting is that he believes there will be a successor to 052D.

how did you get the index of salary 2.35 and PP 1.95 ?

I meant cost of living in china and in us, not salary. I casually googled them, i don't claim the numbers suggested by me are the only ones out there or the most relevant ones. for PP i simply compared the difference between nominal and ppp gdp of china. Again, different people will see different levels of relevancy for those.
