Do other nations (EX: US, european nations) also use these mock-ups before building their ships, and if not, why do the chinese build them?

You don't just put a multi-billion dollar piece of kit into the water without first doing a mock up on land.

So if the 055 is 13,500 tons, that makes it about 20-25% larger than the Sejong class.

In that case, building 30 055s by 2030 is certainly within the realm of possibility (note the usage of "building", some of those 30 will still be under construction by 2030, and depending on how you count, the 30 could also include hulls funded for but not yet laid down).

I doubt China really needs that many big ships so soon. Even if they do, training the sailors needed for that many ships in only 15 years is really tough. A ~10,000 ton warship usally needs about 200-400 crews. 30 of them would require 12,000 - 15,000 highly educated and well trained sailors/officers. That's a bit of a crunch for 15 years. Training high quality personnel is a lot more challenging than simply designing and building ships.
The war stories from Africa already showed how same weapons can yield completely different results between well and poorly trained soldiers.

You bring up a very good point and it's something that I have thought about many times. In this forum we talk mainly about hardware/systems however one key ingredient that is often missing or overlooked in this forum is the organic piece of the puzzle which is the ship's complement!

As anyone who has served in ANY navy will tell you it is the CREW that makes all the difference in the world. Hardware is actually secondary to the skills and competency of the people manning it. I rather sail in an old ship with a world class crew than a shiny new toy with all the latest bells and whistles but mediocre or worst an unprofessional crew.

With that being said how is the RTC or boot camp of the PLAN? Does anyone have any insight on the organizational structure and the operational processes of these commands? How many recruits does PLAN qualify in each intake? How many 'divisions' or 'ships' can each training command hold? how many RTCs do they have? Where are the 'A' schools at?

What about ROTC? what about OFC or ODS? what about China's version of the 'Yard' aka Annapolis? How many officers graduate each time? I think these are all relevant questions that needs to be inculcated into this forum.

Heck while we're at it similar question needs to be asked about PLAAF and also PLA.

I think these are all valid questions.

anyway just my 2c. I know this is OT in this thread so mods feel free to move it to the relevant thread.

You could retire a lot of DDGs and FFGs prematurely to get the cadre for the 055 (though the difference between a 051C or 052B and a 055 is still pretty big).

And that also raises the issue of getting crew for the 054B/057 FFG (if you build 30 CGs, you'll probably want at least 30-40 FFGs, minimum).

A modern ship of this size will be quite highly automated, I think they could fill it with the crew of a Luda and have a few people left over
