The way I see it, the question (which to be honest does not seem that interesting to me to begin with) is whether 055 can be physically assembled within one of JN's building hall or not, which is a size issue; vs whether the 055 is currently not being built inside JN's building hall due to other reasons such as having other ship orders already having been given slots in the building halls.
But there should be nothing improper or meaningfully "less capable" in building a ship in an unenclosed drydock vs an enclosed building hall -- for assessing the assembly and construct a ship, it is far more important to look at the overall function of the shipyard at large and how well they can construct, move and assemble new modules among its different staging areas and drydocks/halls/berths than simply looking at a single drydock vs a single berth and whether it has a roof or not.
So I see this as very much a non-issue.
