Just look at Type-054B's apparent lack of Illuminator seen in earlier Type-054. SARH guidance requires radar illuminator. This is Type-345 radar seen in earlier Type-054.

That's for me a strong indication that 054B is using SAM with Active Radar Homing. No backward compatibility with earlier HHQ-16's.
Do the new 054AGs also lack the illuminator/is there any indication they're receiving the F too?

They have a flat panel, likely AESA illuminator. These however are not seen on the 054B. This suggests the 054A+ has another HHQ-16 variant meant to work with these illuminators, but not the same as those with the 054A.
The HQ-16F is said to be SARH + ARH dual mode, so perhaps it could also be to utilize the former or to be backwards compatible with older missile stock.

Yes it could mean the HQ-16F can be compatible with the AESA illuminators using the SARH mode. At the same time, the AESA illuminators might, emphasis on might, have a compatibility mode for older HHQ-16s. But that's only theoritical. SARH systems are meant to be very picky on the waveforms they use. Case in point. Older Standard SM-2s and ESSM didn't work on the APAR when it first came out on the Sachsens, until a new batch of Standards were introduced with the SARH guidance systems that are compatible with the APAR.

If you are genuine, then I have thought that the 054B could be a tanker for smaller vessels like USVs ever since someone here first pointed out its RAS stations. They are next to the slanted launcher and can take advantage of that part of the hull with its openings. The 054B is is much bigger than the 054A and we know that weight isn’t going to weapons, so it’s mostly for fuel which we have been assuming is only to give it very long range, but which could actually be used to keep a whole swarm of USVs fueled for a long time

054b smaller array in the main radar assembly is however more or less similar in size and configuration to those arrays.
Lack of illumination altogether will be a big handicap even for ARH weapon system.
