Lol That was me a couple of years ago, when the cops did not really enforce the law on the food venue right across from the Huangpu Shipyard. You got loads of tourists coming out of the Whampoa Military Academy site flocking to that food venue street just to see the frigates under construction. Now the cops REALLY enforce the law, and they do check your ID is you stand idle on that same street for too long and not dining, or if you hold a smartphone facing the shipyard.
