Hopefully you will overcome your distaste of this kind of lists and publish those you encounter, because I have become a collector of them. While fully understanding that they may contain untruths or half-truths, inaccuracies and misunderstandings, they still provide the best insight into the direction the PLAN is heading.

I do not completly understand what you are saying about flotillas. You say that 1st Destroyer Flotilla is all destroyers, and it does in fact comprise the largest number of any, namely six (107, 108, 112, 113, 115, 116), but then you add the “associated” (I would say subordinate) 14th Frigate Squadron with its three JIANGHU III frigates. With the transfer of this squadron from ESF to NSF in 1999/2000, each of the six destroyer flotillas had at least one frigate squadron, with the 2nd and 6th Destroyer Squadrons having two each.

You further say that 6th Destroyer Flotilla is likely to get its full complement of four 054As before another flotilla gets any. That may well be so, conforming to the previous pattern, but if that is the case we shall soon know, as HP 5 will then not be 538 YANTAI, nor perhaps will HP 6 be 550 SIPING, but they will rather be 546 and 547.

I really have no clue who puts these list together, but I can only say that even those big shrimps I truly respect can only make rough estimates on where these things go. And I'm not 100% convinced that it will be 1 054A in HP and 1 in HD. In the 053 series, it was mostly built in HD shipyard. And obviously with HD taking more projects with Type 071 and others, it is quite possible that HP shipyard has taken over the load.

As for the exact association between the destroyer flotilla and frigate flotilla, I don't think it's 100% clear at the moment. I think PLAN is going through some long term changes and possibly creating a new blue water fleet that bases in Sanya. So, a lot of the flotilla are really in transition stage right now.

I think I may have seen this set before, also according to the chart (not knowing how credible it is) no. 548 should already be operational.

Well I can help a bit...
That's the Phoenix TV newsreel of FFG 530 Xuzhou on special escort duty, flanking the chartered greek ferry that carries Chinese citizens evacuate from Libya. FFG 530 greeted the ferry with its horn, then its commissar, via radio, announced to the ferry of their mission.
When asked how long the FFG 530 will say on station in the Mediterranean before return to the Somalia expedition mission, the commissar replied it'd depend on the progress of the evacuation.
