TY-90 is unsuited to anti-missile engagements, it's too slow I think. Look at anti-missile SAMs like Seawolf, Sadral and RAM, all are faster than, say, stinger. In fact that's why they combined a Stinger seeker with a Sidewinder's rocket for RAM rather than just using Stingers. Mistral always was designed to be faster than the likes of Stinger. TY-90 is fatter than Manpads, but it's not particylarly fast I don't think.

A fatter missile would imply a larger exhaust i.e. more power and higher speed. Similarly, a thinner missile would have a smaller exhaust i.e. less power and lower speed. All else being equal, a longer missile will have more range. (Drag effect is opposite in relation to all the previous points, but is less of a consideration)

I think one have also to consider how vulnerable the 2 different CIWS systems are, in relation to ECM and other counter measures.

So, we have the 3rd 054A from HD shipyard back in the shipyard after some sea trials. And, we also have pictures of the 4th 054A from HP shipyard. Looks like not too much work has been done on it since last photos.

FL-3000N was marketed for export without any indication it will be adopted by PLAN. Perhaps a improvement will be used, but I think the developments with the FL-3000N do not support your conclusion.

while the West in some cases has given up the rapid-fire or Gatling guns altogether and is now relying solely upon missiles for close-in defense.

The PLAN's CIWS doctrine seems stuck in the early 1980's
As mentioned, the USN is going back to gun-based defense on its next generation destroyers, and the Israelis also took out the RAM on their warships to get the phalanx. Russians appear to design big scary looking overkill weapons without thinking about the operational side of things.

Not exactly. the renewed interest in guns is not so much for CIWS as for anti-surface warfare against small fast-moving craft.

Would it be because the main reason for the removal of the missiles base system for short range defence system was because of its cost of maintanence. The reaction time for the missiles, its start off speed and stuff like could be improved if more money is pour into the R&D of the system but as it seemed it didn't seemed too practical and was much too expensive. Afterall it is not really about the best hardware you got, but there is also the cost of maintaining, developement and stuff like that, plus it would also cost truckloads to replenish the spent missiles, but would be relatively cheaper to replenish spend 30 or 40mm rounds.
