This is just guessing and speculation. It could be that they are not cranking out anything, in which case they are wasting idle capacity.

CSSC can't wait for PLAN to get that ship off the shipyard before they start charging mooring fees.
It's funny that we have better images of Chinese YJ18 than we do of Russian made Klub or Kalibr variant of the weapon, even though the latter have been around for much longer. There are some mock up images around, of course, but those aren't necessarily accurate. And I still can't find a clear image of Antiship variant Klub/Kalibr from the side, to make a true comparison with this image.
