Probably because they dont have any newer hulls to replace those forward positions in the drydock. Remember these are probably the last units.why did they not float the units backwards to the exit of the dry dock ready for launch? or am I missing something ?
when the back ends are launched the forward units are floated and pushed back we seen that from satellite images last time

Usually, the positions vacated in the forward part will be taken over by newer hulls' pre assembled parts.
