Breaking news, the captains of JMSDF DDH-182 and PLAN DDG-171 just lodged formal complaints against the other side that
their helicopters violeted their newest Air Defense Identification Zone over Pearl Harbor. And the U.S flown 10 B-52 over both
ships to show them Freedom of Navigation shall be respected. :p

No sonar dome, but this is definitely on the order of a destroyer-sized vessel. A big Coast Guard cutter?

I don't know if it's destroyer sized. To my eyes, judging by the size of the two gentlemen on the foredeck, I'd say the vessel is about the size of a frigate, perhaps displacing around or less than 3500 tons. But my eyeballing could be way off.
 
I'll try asking here what I just asked in the RIMPAC 2014 (and is off-topic there), which was

can you give me some link(s) describing current Chinese Naval Artillery (possibly including CIWS), could even be in Chinese if there were pictures around the text -- maybe I could match them; or is everything on this (I mean max. range, rate of fire etc.) classified??

The ship in question n the photo has a hull and size quite similar the OPV F-91 exported to Nigeria Navy. Intersting thing is the contruction method used is quite different from current modular construction used in major shipyards for PLAN and China CG ships.

I think it is modular construction, it's only that the photo is taken at a stage where only the hull's modules have been welded together. The topside modules have yet to be attached.

But then again I could be wrong.

So, as I see it, it is either a vessel being constructed for a foreign customer, or it could be a Coast Guard, Fisheries, Maritime Surveillance type vessel.
