And you remenber Chinese Military Forces at this time more numerous but for quality ... by ex only 2 x 052 really moderns in service o_O
The true ramp up begin in 1999 about first signs 1992 with especialy Su-27 and really around 2005
maybe have we a thread for see it more in details ?

I agree. The PLAN of 2017 is even more formidable than the PLAN of 2012, a gargantuan leap in 5 years. Back in 1997, the PLAN was fielding mostly obsolete weaponry. The progress has been astounding. I bet my left arm that the PLAN of 2022 will be nearly twice more powerful then the PLAN of 2017. The growth of PLA Aviation and Naval development can only be measured in geometric terms.

Does anyone have any knowledge about what this access panel is for? Maybe to change out VDS/TAS for maintenance? Or something else? UUV launcher?

Those panels are almost the same height of floor below the helo deck. Could be enough space to swap a reel of towed array cable? Also the starboard panel of 052C&D are longer or than those of their port side while on 054A there's no portside panel.

Shouldn't be for a countermeasure launcher since the door swings to the outside and most designs are on top deck, and another towed array would be damaged. It may be a tight sqeeze for a UUV for 052C&D's port-side.

Around 26th June, Changsha (113) suffered a 'transmission systems failure' in the Indian Ocean. It's not known if she's on emergency power supply or immobile and needs to be towed. Hefei (114) will replace her in the Sino-Russian exercise in the Baltic Sea.

Heads of a production group of CSIC, which manufactures the components of these systems, and the military representatives seconded to this entity, were summoned to Beijing for an emergency meeting".

A PLA Daily article hinted at a difficult sea state during the flotilla's transit, but its not known if its related to the incident.
