I think it's PLA thing where they always want to finish testing the naval sam on a neutral platform first, before fielding them. The SAMs must achieve satisifactory results before they become available for ships. Later on, the ships can then be designed to accomodate the air defence systems. In fact, the testing for HH-16 apparently finished in 2004.One thing I don't understand is, why don't they just design, fit, and test out these systems on the platforms they intend them to be deployed on?

舰舰导弹喷火吐焰,直扑目标。数分钟后,打击效果测控部位传来消息:由于“敌”舰采取有效干扰,导弹击中假目标。
目标没有命中,便意味着自己在对方面前暴露无遗,如果不能有效防御,随时可能被“吃掉”。此时,空气似乎凝固了,急促的键盘声让笔者心跳加速。
海战态势变化多端,战机稍纵即逝,过去打仗用日计算,现在论秒。范进发告诉笔者:“从发现目标到下达作战命令,一次海战有时10秒钟内就能见分晓。”
“发现空中来袭目标!”在“兰州”舰还没来得及实施第二轮攻击时,2枚来自“海口”舰上的导弹分别从不同方向袭来。
“向右转向,左舷发射干扰弹!”面对来势汹汹的“敌”导弹,范进发冷静施令。“嗵、嗵”,一个比“兰州”舰反射面积还大一倍多的箔条云在战舰一侧迅速生成。同时,“兰州”舰立刻改变航向。“敌”导弹迷失方向,朝假目标奔去。
一波方平,一波又起。“蓝军”见“红军”绝处逢生,接着发射2枚导弹。
“副炮注意,目标右舷××度,高度××,抗击!”短短十几秒时间内,密集阵“织”出了一个空中火力网,将来袭导弹一举击落。
4小时的演练,在不知不觉间结束。监督组判定:双方势均力敌。

this is kind of interesting, a dual between 170 and 171.

if I got this correctly,
170 shot 1 missile at 171 which scored a soft kill on the missile
171 shot 2 missiles at 170 which missed 170 due to ECM again
171 shot 2 more missiles at 170, which got destroyed by the CIWS.
When we practiced standart infantry combat manevrues, we were told to shout "fire" or "rapid fire" to simulate the firing...
...what this article describes is a PLAN normal training rutine done by using simulation...
so basically, other than mistaking 4 for 1 (which I was translating in a hurry before work on Monday), I was right.Emm.. Not really,
170 shot 4 missiles at 171 which scored a hit on the decoy due to "effective interference" (which could means either jamming or chaff)
171 shot 2 missiles at 170 (which comes from difference directions ) 170 turned to starboard and portside empolyed chaff with twice the Radar signature. Both missiles missed.
171 shot another 2 missiles at 170, the captain give the order "Attention Auxiliary Gun, target starborad side **degrees, height **, counter attack" ( I think this is completely BS, probably a stupid journalist who does not know much about military trying to make the story more dramatic. Isn't CIWS autonomous??) CIWS destoryed incoming missiles.
This whole story seems kinda made up. Correct me if I am wrong, I don't think PLAN will shoot real missiles at each other, even training rounds. However, the source says that this article comes from PLA Daily, so ... make your own judgment.
This seems like a classic case of Shield and Spear scenario. If you are selling both shield and spear, you probably shouldn't try to test them on each other.

As for using the missile, well, none of us expect China to use real missiles. As for whether they are using training missiles, who knows. But we do get a reading into a typical PLAN exercise.
