This is an interesting question. As an outsider one should always be aware of the limitations of one's knowledge and perspective. Indeed I think it is reasonable to cultivate an attitude of humility, of listening more than one speaks. Yet in the final analysis it is truth that matters, not its provenance.
As a practical matter, I find outsider perspectives most useful when they are addressing matters that are politically laden within the nation in question, yet unladen outside of it. In the case of India I am thinking specifically of the "debate" over India's historical genealogy. Western academics inform us that India was settled in several distinct waves over tens of thousands of years, with the current majority population in North India arriving much later than Dravidian peoples of Southern India. This narrative, however, is unpalatable to the Hindutva crowd because it implies that India was not a harmonious Hindu nation that was subsequently violated by the arrival of Muslims and Europeans, but rather that the current Hindu majority were themselves once interlopers like the despised Muslims. Hence many Hindutva academics spin an alternate narrative whereby India is the origin of the Proto-Indo-Europeans who subsequently went off to settle Persia and Europe: the "Out of India" theory.
Without devoting years of one's life to studying the matter, who do you believe? The western academics who give zero fucks about the political implications of their genealogical investigations, or the Hindutva academics who need the historical narrative to match up with a (frankly appalling) contemporary political project? I know who I'm going with.

From what I've gathered by observing Indians is most of their outspoken ones believe they are living in a never ending Bollywood movie, they will slowly increase their voices, start finger pointing and emphasizing certain words in order to (in their minds) elicit a standing ovation from the audience. Like a Bollywood main character they believe they are the heroes putting down the villain who defames their precious country. They should all do a lot of self reflection and probably seek some genuine help, atleast their elites should. Jaishankar the clown, speaks very similar to this guy with important international people. I mean if you're a world dominating superpower then perhaps the world would tolerate these shenanigans but seeing as where India stands in the world (107 on Hunger index) it would be very difficult for them to get along with any self respecting country.
Why should my family and friends that live and are now citizens of America be held responsible for African American slavery that us Asians/Chinese had nothing to do with? Chinese Americans should then has the right to ask America for compensation for the building of railroads in America? This is just f...ng ridiculous
It is 10 years too late for such restrictions to have any meaningful impact to Chinese startups. I would say it probably would be detrimental for the US as it would lessen the influence of the US on Chinese tech companies. Most of the new unicorns in China would be no longer beholden of the US investment.

Ok, so what is the game here? The Western academics want to deny that European peoples originate from India....why, exactly? If there were a white supremacist movement operating in contemporary western academia, they would probably start by denying a European connection to Africa or India or Iran in the first place, not just move the Proto Indo-European origin point from one non-European location to another. Or is it that the western academics have all been corrupted by Pakistan's ISI to push a pro-Muslim, anti-Hindu narrative? Give me a break.
I'm not saying that western academics are unbiased arbiters of truth, I am saying that they have no skin in this particular game, whereas Hindutva academics within India are clearly motivated to "reinterpret" the science to serve current political objectives.

It is never about fairness or retribution. It is politics. Black voters are the mainstay of the Democrat Party voting block that they need to constantly engage in buying votes and solidifying supports. It doesn't matter if it makes much sense as the MSM would only find excuses to support such policies.
Imagine trying to find any rhyme or logic based in human decency or fair legal rules in the decisions of an ultra nationalist state.
Let me spell it out why these changes are being made: to buy the loyalty of the more numerous black population by sacrificing the asian population.
Of course, its not an especially smart decision, because it will worsen the future scientific development of the country. However, giving a real concession such as scaling back on mass imprisonment, reforming schools in black majority neighborhoods, restraining the draconian police and so on, is not possible because of ideological reasons.
