MFA is channeling that energy a lot now:
South Korean FM got interviewed on US cable news and they talked about Taiwan, MFA responds:
"Taiwan question is Chinese internal matter and not an issue for discussion by any outsiders. If South Korea desires to maintain peace and prosperity on the peninsula then they will need to respect China's sovereignty and territorial integrity, follow One China principle and treat Taiwan question with caution."
MFA's answer is about as close to a yes as it gets.

I don't think China will send weapons to Russia. Isn't it weird that just as China is making a major diplomatic push towards a peaceful resolution of the conflict, US announces that China wants to send weapons to Russia? It just feels like the US trying to spoil China's diplomatic initiatives. Let's not forget this is not the first time the US had "intelligence" about China considering military aid to Russia - they pulled the same trick last year and nothing happened.

The West is afraid of Chinese artificial intelligence because it might make the West look psychotic in comparison. We've had US AI suggest genocide as a way to solve social problems. It's also yearns to unleash a deadly virus upon the world. Here apparently Microsoft had a chatbot years ago named Tay Tweets where it would learn from chatting with users. Within 24 hours Tay Tweets turned into raging Nazi.
This is an standard appropriate response to a trap question. Confirming or denying the bait question lock down your negotiation position. The right answer is to say fuck off. This is basically what happened.MFA's answer is about as close to a yes as it gets.

So no, refuse to provide answer does not mean yes. It can be "maybe". There is a strong argument for why "maybe" is a better option than yes.
Remember China can provide a lot of aid short of weapon support that can totally tilt the balance. Intelligence, sensor, industrial, discount civilian products, money.
Russia being helped by Chinese direct military aid greatly tarnish their brand. Considering their military industry rely on export mostly this is a very expensive option. Therefore a more invisible kind of military aid is ideal.
That said direct military aid must remain on the table. Ukraine will be compeled to negotiate if Russia could be backed up by big Chinese direct military aid. Sure it looks ugly on Russia, but Ukraine don't care. It is a life or death consideration for Ukraine, and Russia alone is already bad enough. The "maybe" here serves as a stick without consequence of using it. If China can offer a fair deal as a carrot then it is a very compelling offer for Ukraine. Evidently Zelensky is cracking at this offer.

I’m pretty sure China is actively trolling the US now and encouraging it to look like the boy who cries wolf.
At the same time, I cannot help but think China is teaming up with Russia to do some mole hunting, since the Russian side seems to leak like a net right now.
Send various suspected generals and officials to China to tour various facilities and see what the Americans accuse China of considering selling to the Russians and you will have a pretty good idea who the CIA assets are.
The CIA at least, are not all replaced by political appointed idiots, so they are not publishing every little detail. But without details, they just look like idiots telling blatant lies. A little more Twitter trolling and Biden might just release details to prove he isn’t lying and throw their Russian assets under the bus for cheap political points.
This is a great line of thinking that deserves extrapolation. American politician will sell their country for any political points. Abuse this weak point and you can bring the whole structure down.
