How so? If the US did not spend all that money on bullets and mortar shells for 20 years, it would not have been so far behind China in hyper-sonic weapons which BTW was first proposed by US itself. The US could have spent that money on its rusting railways that eventually lead to the mushroom cloud in Ohio. Or could have many shining "055" class of their own. The list can keep going.
We know countries other than US chipped in some money, but you think the following figure is not paid by US itself?
BTW, Russia will only rebuild the part of Ukraine under Russian control which is pretty intact. For those who fled the newly acquired regions (since 2022) to western Ukraine, they are going to be financed by the EU and US, their house will not be rebuilt by Russia but demolished. The land will be treated as virgin land for new immigrants from the east. These people will pay for their new house just like you pay for your own house.
