I suspect the mooted supply of weapons by China to Russia, if true, would be conditional on Russia accepting China's peace plan.

Why should China supply weapons to Russia if Russia accepts China's peace proposal in Ukraine and end the war?

Unless you mean China is going to sell weapons, equipments and platforms to Russia in order to help rebuild the Russian military after the war is over?

That would basically be it - rebuild Russian military to ensure its security as part of the peace deal.

Sorry, I like to come back to this and comment. Very brilliant telling of historical sino russian relations by Carl. About 2 hrs long I still listen to it intently and listened no less than maybe 6 or 7 times. The sino Soviet split was really very regrettable for both sides. Alot of soviet help during that crucial time were pulled back. In a time china needed assistance for nation building, military and industrialization.
Although china eventually proceeded to industrial themselves at great cost, continued with nuclear program which succeeded and rebuild relations with US for their own interests. Just a shame the split happened.
Kinda caught by surprise when Carl became very emotional talking about the time Red army came to China aid when Japan invaded at battle of Shanghai , how due to fierce resistance of Chinese forces led to Nanjing atrocities committed by Japan. Even as keen historian of Chinese history he still feel like me that part of Chinese history very hard to talk about. I never could bring myself to properly research that dark period of china for fear of really losing it mentally and emotionally.

Anyway just like to recommend the video to anyone who hasn't watched it yet. Truly worth a listen no matter how busy you are if you are pro china fan with interest in the history between two giant neighbours.

When Carl Zha was on the verge of tears recalling one of the darkest days in China against the tyrannical and genocidal Imperial Japan, recalling how it was the Red Army that came to aid China got me emotionally that I did not expect. His way of retelling that history was very genuine, heartfelt and sincere that I felt the weight and emotions he was going through recalling that brutal part of China's history.
