My read of it is increasing funding for people to learn Chinese doesn't sound like decoupling to me.

Sounds like they're trying to do the old "have your cake and eat it" thing between China and US. If US does undergo a financial crisis this year we should see much more of this.

due to inflation and in some cases there are real concerns as to whether or not the lights will remain on during this ‘winter of discontent’ without growing numbers of inbound international students who subsidise their domestic peers.

This would not be such an issue if recruitment from China rebounded strongly, but it looks as if recovery may take time and there are strong indications that Chinese students are looking closer to home in Asia and Australasia for their tertiary education.

Tokyo protests China's suspension of visa issuance to Japanese​

Japan lodged a protest to China over the suspension of visas for Japanese citizens and asked that it overturn the action, Chief Cabinet Secretary Hirokazu Matsuno said Wednesday.

"It is regrettable that China unilaterally has taken visa suspension action for reasons other than steps for the coronavirus," Matsuno told a regular news conference.

All domestic departures in the US have been grounded due to FAA computer malfunction, with the NOTAM system failed. No departures will be allowed until 9am Eastern Time as the FAA is now working to resolve the problem. So far, no indication of cyberattack has been found.

Iran to Deploy Naval Forces to Panama Canal: Commander​


TEHRAN (Tasnim) – Iranian Navy Commander Rear Admiral Shahram Irani said plans are underway to dispatch naval forces to the Panama Canal as Iranian servicemen are approaching the coasts of the Americas.
Addressing a conference on maritime civilization, held in Tehran on Wednesday, Rear Admiral Irani said the Iranian naval forces have been deployed to all of the strategic straits across the world so far, except two.
He said the Iranian Navy forces will sail into one of those two remaining straits this year while plans are being made for the presence of the Iranian forces in the Panama Canal.
The Iranian Navy units are getting closer to the coasts of the Americas, he added.
Pointing to the Iranian naval forces’ success in sailing across the Pacific Ocean, the commander said Australia and France posed threats to Iran in that mission and tried to break the regulations that they themselves had introduced on sailing past their coasts, but Iran responded to them mightily in accordance with the law.
The admiral also stated that the Iranian Navy has set up three ocean commands supervising naval missions to the Indian Ocean, the Pacific Ocean and the Atlantic Ocean.
The equipment that would come into service has been designed in proportion to the missions of the three commands, he concluded.
In a meeting with a number of commanders and officials of Iran’s Navy in November 2022, Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei stressed the need for the Navy to bolster and maintain its presence in international waters.
The Leader also emphasized the need for the Navy to boost its combat capabilities and defense equipment and to continue navigation in remote and international waters.

Mr. Xie, 58 years old, is regarded by both colleagues and foreign counterparts as a firm and evenhanded conduit between China and the U.S. He helped arrange a high-profile summit between Chinese leader Xi Jinping and President Biden in November, and served as Beijing’s point man in complex negotiations on a 2021 prisoner-exchange deal that yielded China’s release of two Canadian citizens in return for ending U.S. efforts to extradite a well-connected Chinese executive detained in Canada.
A decision to name Mr. Xie envoy to the U.S. hasn’t been formalized, but there are no other strong candidates, said the people familiar with the matter
