That makes sense. And until the pennant number of construction number 003 is revealed, we will have to be patient and have no idea what makes ships 1-15 different from ships 16-30.
We may even have to wait until construction number 004 or even 005 until pennant number # 1 is finally attached to an aircraft carrier.

can we not go into the supersition part? It is pretty clear PLA dont follow those.I suspect the pennant number 1 will never be used for a active service warship in PLAN. If a ship numbered 1 is sunk or severely damaged in battle, it would be taken as an bad omen by the superstitious in China, and also exploited for propaganda by any opponent steeped in Asian cultural tradition.
So far the PLAN seems to have a rule of pennant numbers like this:
1xx, destroyers
5xx, frigates
4xx, nuclear subs
We have also seen CVs with 16 and 17, LHA 31. It looks to me it is a pattern that PLAN decided to have two digits for CV and LHAs or anything that is significantly large in size and role.
This leads me to think that 1x and maybe 2x are reserved for CV if we follow PLAN's tradition. This means that there won't be anything from 1 to 9 (0x series). However, it does not explain why they skipped 10 to 15.
