If HK athletes compete under Chinese banner, all you do is cannibalize your own competitor slots opportunities, since each nation has a fixed quota of athletes it can send to each discipline/sport.

For Anglo-world comparison purposes, Singapore is 80% ethnic Han Chinese, so it's definitely part of the Sino world.
