Hmmm, now you mention it, I might have misunderstood the article. The Chinese words "正在打造的" literally means "currently under construction" or "currently being built". Might it have meant something along the lines of the overall project – not the spaceplane itself – is currently in full swing? I can't say for sure.

"正在打造的" translates better into "currently being worked on" or "currently being developed" which typically refers to the overall project, not necessarily a prototype or a physical sample. If they wanted to specify that something was under construction, they would have written 组装 (assembly) or similar.

If it's supposed to fly by 2025, and given the rather public nature of the Tengyun project, we could see some airframe construction photos in a couple years.
