The article does not state that the Chinese buddies were female only, nor does it make any mention of sexual interactions between students. It seems to say (my Chinese reading abilities are heavily atrophied) that on the sign up form used by the Chinese students to register for the buddy program, there is an option to select, "preference for opposite-gender study buddy," and it mentions the ratio of Chinese "study buddies," to foreign students was about 3:1 (which was apparently controversial, since it somehow implied Chinese students were inferior???).ShanDong University set up a buddy program for foreign students, with the Chinese buddies being female only. The Chinese students complained they were pressured (by the foreigners and the school administration) into having sex with the foreign students because the school administration wanted to make foreign students ”feel at home”.
If your claims were 100% accurate, I would imagine there'd be news of the entire school administration being fired, and then each member of the administration ending up murdered by angry citizens (or parents and relatives of the Chinese study buddies) in the following months.
